James T. Vaughn Correctional Center
The James T. Vaughn Correctional Center (JTVCC), located near Smyrna, Delaware, is the state’s largest correctional facility for adult males. Initially opened in 1971 as the Delaware Correctional Center, it was renamed in 2008 to honor the late Delaware State Senator James T. Vaughn.
The facility operates under the Delaware Department of Correction and houses approximately 2,500 inmates, with a total capacity exceeding 2,600 beds. It accommodates minimum-, medium-, and maximum-security inmates, including those sentenced to the death penalty before Delaware abolished capital punishment.
JTVCC has undergone significant expansions since its inception, including a $110 million addition in 1996 that introduced 888 new beds and enhanced security features like razor wire and surveillance systems. The facility includes specialized units such as the Security Housing Unit (SHU) for high-risk inmates and the Medium-High Housing Unit (MHU), a transitional step between maximum security and the general population.
The prison has faced its share of challenges, including lawsuits over solitary confinement practices and controversies surrounding inmate treatment. It was also the site of a tragic 2017 hostage situation that resulted in the death of a correctional officer.
JTVCC offers various rehabilitation programs, including educational opportunities, vocational training, and the Road to Recovery treatment program. Visits are scheduled Monday through Sunday during the following times:

- 2:00 pm.
